The Role

Due to the expansion of the business and the increasing scrutiny of regulators both in the USA and abroad VISA is creating a new position for a Compliance Director, covering the Russia market, based in Moscow. Functional reporting will be to the Compliance Leader for Central Europe, Middle East and Africa and business reporting will be to the Group Country Manager.



The Principal Focus Of This Role Is To Ensure That The Business Has Effective Decision-making, Review Processes And Risk Management To Prevent a Breach Of US Or Local Compliance Regulation Or Law. The Core Areas Of Focus Are

Anti-bribery and corruption
Sanctions
Anti-money laundering
Data privacy
Information Security; and
Other specific compliance requirements of regulators who have regulatory authority over our operations in these countries

In addition the role also carries responsibility for ensuring a high standard of business ethics as set out in the company Code of Business Conduct and Ethics.

Responsibilities

Business partnership and leadership on all compliance matters, providing timely and accurate advice in support of the Russia business strategy
Client and project compliance assessment and mitigation of potential compliance risks
Compliance risk assessments, including travel throughout the region, to determine business hot spots and prioritize the deployment of resources
Design and implementation of remediation measures to correct any breakdown in Compliance control across the region
Business education on the requirements of compliance policy, including delivery of local training tailored to specific markets and job functions
Monitoring of changes in Compliance regulations and laws across the region, in partnership with Government Relations and Legal Functions
Timely and comprehensive reporting on the health of compliance in Russia, to both local business leaders and the regional Head of Compliance
Partnership with other control Functions (Risk, Internal Audit, Controllership) to ensure alignment and consistency across the whole control environment

Some travel throughout the region will be necessary.

Qualifications

Professional
A minimum of 10 years of experience in regulatory compliance and related risk management disciplines gained in international commercial enterprises, including experience in financial services. At least 2 years acting in a leadership role in a geography or region.
A degree qualification from a recognized University.

Technical
Strong subject matter expertise in at least one of the following: Anti-bribery and corruption; OFAC sanctions; Ethics and Code of Conduct, Data Privacy; Anti-Money Laundering; compliance risk assessment, monitoring, testing, and reporting processes.

Language Fluency
English; Russian.
